1. (SBU) Post sent reftel guidance on the new U.S. law on maritime
cargo scanning to the MFA, Maritime Administration, Nuclear
Regulatory Agency, Customs, as well as AmCham and the Association of
Cargo Carriers. We received one response -- from the Nuclear
Regulatory Agency (NRA) -- which stated that due to shortages of
detection and screening equipment and border police personnel, the
GOB will have difficulty meeting the new U.S. requirements of 100
percent cargo screening for U.S. bound maritime cargo by 2012.

septel.
