1. (SBU) PolOffs presented reftel demarche to the Director
of the United Nations and Global Issues Directorate, Emil
Savov Yalnazov. The Director of the Directorate for Human
Rights, Andrei Tehov, who is tasked to lead this issue, was
traveling. Poloff provided non-paper to his staff member,
Christina Yotova, Human Rights Expert.
2. (SBU) Yalnazov anticipated that the EU would strongly
favor review of the Human Rights Council Report by the Third
Committee. Citing the recent case involving the Bulgarian
nurses held in Libya, Yalnazov noted that capital punishment
is a sensitive issue for the GOB and that the GOB is a
co-sponsor to the capital punishment resolution. According
to Yalnazov, EU members want a mega majority vote supporting
any resolution against capital punishment, and may not go
forward if this is not possible.
