(C) On December 4, the DCM delivered reftel points and key
judgments from the National Intelligence Estimate on Iran's
nuclear program to MFA Americas Directorate Director Ng Teck
Hean. The DCM noted that Iran had a secret nuclear weapons
program and in fall 2003 had halted it as a result of
international scrutiny and pressure. The DCM stressed that
Iran had to cooperate fully with the IAEA, increase the
transparency around its nuclear program, and fulfill its
obligations under the UNSC resolutions. Ng promised to
convey the points to his superiors.
