Per reftel, post conducted a site visit to establish the bona fides of Reach Resource. ¶2. Reach Resource is a sole proprietorship that has been operating in Singapore since September 7, 2006. Singapore's online business directory, Biznet, lists the company's principal officer as: Name: Goh Yong Seng (aka Michael Goh) Nationality: Singaporean ID: S1313981D Address: 324 Tampines Street 32, #10-420, Singapore ¶3. DHS/ICE databases revealed no negative information about Reach Resource. ¶4. Econoff visited the address listed reftel on August 21. The location appeared to be a suite of offices that had been converted to a discount liquor store. However, an employee confirmed that Michael Goh occasionally used the premises for Reach Resource business. Goh told Econoff via telephone that he typically worked from home but used the 105 Tampines Road as a mailing address. Reach Resource did not warehouse any items at that location, he said. ¶5. Goh clarified that his company was not a broker. It was a trading company that sourced items from a variety of countries for its customers in Singapore. Goh said that because his customer, the Defense Science and Technology Agency (DSTA),completed the license application, he was not aware that Reach Resource had been listed as a broker until after the fact. In addition to DSTA, Reach Resource also acted as a procurement agent on behalf of ST Engineering, he said. (Note: DSTA is a Singapore government statutory board that manages acquisitions and research and development for the Ministry of Defense; ST Engineering is a Singapore government-linked company that handles many of the Singapore Armed Forces' procurement requests. Goh subsequently provided Econoff a copy of his company's authorization to utilize the Ministry of Defense's (MOD) supplier network and said that he had done business with the MOD for more than 15 years. Reach Resource does not have any clients outside of Singapore, i.e., in countries proscribed under section 126.1 of the International Traffic in Arms Regulations, Goh said.
