(C) On March 20, poloff delivered reftel points expressing
concern about the organization of the Fifth Global Forum on
Fighting Corruption to Cho Joo-song, Deputy Director of
MOFAT's Human Rights and Social Affairs Division. Cho stated
that despite the USG decision to downgrade its delegation,
ROK Justice Minister Kim Sung-ho was planning to represent
Seoul. Cho said that the ROK Embassy in Pretoria had noted
similar complaints about local preparations for the April 2 -
5 conference, but these, alone, did not alter the ROKG's view
of the Forum. The ROKG supported the implementation of UN
Convention Against Corruption, and in that regard saw the
Global Forum as a good opportunity to review the progress
being made by other countries. In other words, the Forum had
not outlived its usefulness. Seoul, however, welcomed
further consultations if Washington could provide reasons why
the ROK should reconsider.
