Reasons 1.4 (b/d) (C) On March 19, poloff delivered reftels urging capitals to speak out against atrocities in Zimbabwe to Kim Pil-woo, Deputy Director of the Human Rights and Social Affairs Division at the Ministry of Foreign Affairs and Trade. Kim responded on March 20 saying that the ROKG had not yet decided how to respond, and he confirmed that the ROKG had not issued any official statements about the incidents. Kim noted that his division had conveyed USG points about possible UN HRC action to address the situation to the ROK Mission in Geneva, but he declined to speculate on what role the HRC could or should play or what action the ROKG would support.
