1. (C) In a follow-up conversation regarding reftel
demarche, Kim Hye-jin of the Disarmament and Nonproliferation
Division, Ministry of Foreign Affairs and Trade told poloff
that the ROKG had decided against attending the
Norwegian-sponsored Oslo Conference on Cluster Munitions
February 22-23. Kim said that the ROKG decision was based on
their understanding that the United Kingdom and the United
States would not attend. Kim also said it is her
understanding that Japan may still attend, but that the ROKG
did not intend to reconsider their decision.
