1. (C) On December 17, poloff delivered reftel A demarche to
Park Jee-won of the Disarmament and Nonproliferation Division
of the ROK Ministry of Foreign Affairs and Trade (MOFAT).
Park confirmed that the ROKG considers cluster munitions to
be of significant continued military utility and is concerned
that the proposed Oslo Process text could negatively impact
future military operations between States that become Parties
to it and those that do not. She stressed that the ROKG
position on cluster munitions had not changed since previous
U.S.-ROK consultations on the matter in April 2007 (reported
reftel B). Park said that the ROKG plans to continue
cooperating closely with the USG, particularly in the
Convention on Chemical Weapons (CCW) framework. Park noted
that the ROKG supported the consensus at the November CCW and
that MOFAT and the Ministry of National Defense (MND) planned
to participate fully in the CCW technical experts meeting on
cluster munitions in early 2008.
