(C) On June 11, poloff conveyed ref A points, encouraging
capitals to preserve all Human Rights Council (HRC)
country-specific mandates and oppose a separate permanent
item aimed at Israel, to Jang Hyun-cheol, Deputy Director of
MOFAT's Human Rights and Social Affairs Division. Jang
reiterated his May 9 statement that the ROKG wanted to
maintain all the existing country-specific mandates, even
though this would be difficult in the face of opposition from
Non-Aligned Movement (NAM) countries (ref b). He added that
the ROKG, like the USG, believed that the Human Rights
Council (HRC) had more serious issues at hand than talking
about Israel. The ROKG, on various occasions, had expressed
its opposition to the idea of a permanent agenda item on
Israel, he said.
