¶1. (C) A/POL delivered reftel demarche to Ministry of Foreign
Affairs and Trade Director for Disarmament and
Non-Proliferation Park Chul-min on May 8. Park indicated
that his office was aware of the Iranian invitation to bid
and agreed with reftel points that the nuclear power plants
were an effort to circumvent the spirit of UNSCR 1737 and
¶1747. He said that he would need to share reftel concerns
with others in the ROKG before responding; he would also
consult colleagues working with the ROK nuclear industry.
¶2. (C) Park asked for reactions from other demarched
governments to reftel points, and suggested that the USG
devote special attention to Russia as a potential supplier of
further nuclear technology to Iran.
