(SBU) On May 4, poloff conveyed reftel points encouraging
capitals to support full Participant status for Iraq for the
November 2007 Bamako CD Ministerial, to Jang Hyun-cheol,
MOFAT's Human Rights and Social Affairs Deputy Director.
Jang said the ROK agreed on the importance of inviting Iraq
to the 2007 CD Ministerial as a full participant. Iraq had
taken productive steps toward democracy, and the ROK, which
is a key contributor of coalition forces, shared the USG
view, Jang said. Although the non-governmental International
Advisory Committee (IAC) recommended against inviting Iraq,
he was optimistic that members of the CD Convening Group
(CG),which included the ROK, would reject the IAC
recommendation.
