1. (S) On April 6, Kim Jae-woo, Deputy Director of
Disarmament and Nonproliferation Division, Ministry of
Foreign Affairs and Trade (MOFAT) told poloff that the ROK
firm Biotron did not/not fulfill an order of two large
fermenters by the Iranian firm Samamicro. In fact, Biotron
terminated all negotiations and business ties with Samamicro
in April 2006.
2. (S) Kim elaborated on the history of Biotron's
transaction with Samamicro, based on a document from the
Ministry of Commerce, Information and Energy (MOCIE):
- April 24, 2005: Biotron exported a small fermenter
(Description: 2 liters, Model number LIFLUS GS, Price: USD
13,398) to Samamicro. At this time, Biotron was unaware that
Samamicro was a proliferation concern.
- July 2005: Samamicro was added on the "Wisconsin System,"
which identified Samamicro to the ROK as a proliferation
concern.
- April 23, 2006: Biotron received an order for two
large-scale fermenters from Samamicro (Description: 70
Liters, Model number LIFLUS SP, Price: USD 214,000 per unit).
Biotron terminated all negotiations and business ties with
Samamicro based on the "Wisconsin System" findings.
3. (SBU) According to MOCIE, Samamicro's request for two
70-liter-capacity fermenters was not fulfilled by Biotron.
MOCIE does not have a record of transaction between Biotron
and Samamicro after April 2006. Biotron, however, continues
to export to Egypt and Malaysia.
