¶1. Dominican FM Carlos Morales Troncoso welcomed the concept
of a joint Brasilian and U.S. offer of assistance in
developing biofuels capacity. Proposal was communicated by
the Charge and by Brasilian ambassador Ronaldo Dunlap this
morning, March 30. Dunlap provided a copy of the MOU signed
March 9 in Brasilia. Charge and Amb. Dunlap identified the
other proposed countries. Morales Troncoso, with an
extensive business background in the sugar industry, provided
comments on current private sector planning for planting of
cane and eventual production of ethanol (septel will
outline).
