1. (U) On December 11, ECOPOLCOUNS and POLOFF delivered Ref A
demarche on the "UNGA Plenary Votes on Country-Specific
Resolutions" to the Ministry of Foreign Affairs. Ambassador
Ciro Amaury Dargam, Assistant Secretary for International
Organizations, replied that it was "nearly certain" that the
Dominican Republic would vote yes in the plenary. He noted
strong Dominican concern regarding the recent crackdown on
pro-democracy protesters in Burma.
2. (C) COMMENT: Dargam's comments do not match up with the
previous Dominican position, considering that they voted in
favor of the no-action motions in the Third Committee. In
addition, on November 26, in response to the Charge's
expression of concern regarding the Dominicans' vote in the
Third Committee, Foreign Minister Morales acknowledged that
the GODR had changed in position this year (Ref B). Morales
explained that the Dominican Republic had traded Dominican
support on human rights resolutions for support for his
country's campaign for a seat on the Security Council.
Considering that Morales outranks Dargam and that Dargam has
only recently become A/S for International Affairs (and
therefore may be out of the loop),we believe that the
Dominicans are likely to vote no on the country-specific
resolutions in the plenary.
