1. (SBU) POLOFF delivered Reftel talking points on "Advancing
the Democracy Agenda at the 4th Community of Democracies
Ministerial in Bamako, Mali" to the Ministry of Foreign
Affairs. Deputy Foreign Minister Jose Manuel Trullols took
our views on board but had no immediate reply. Note:
Trullols appeared to be unaware of the ministerial meeting,
most likely because the Dominican Government is currently
focused very heavily on responding to a recent natural
disaster, i.e. the flooding caused by Tropical Storm Noel.
We will report any subsequent Dominican response.
