REGARDING TROPICAL STORM NOEL

1. The Charge d'Affaires requests that the Department seek
the assistance of the Department of Defense and U.S. Military
Forces to provide humanitarian assistance in response to
flooding in the Dominican Republic caused by Tropical Storm
Noel and subsequent storms. The Government of the Dominican
Republic (GODR) has requested U.S. assistance (via Diplomatic
Note No. 27120; sent to WHA/CAR by e-mail) and the Charge
d'Affaires declared a disaster (Reftel).
2. Post will coordinate with the GODR and international donor
community to facilitate this disaster response operation.
This request is based on the policy objectives of
humanitarian response and maintaining pro-U.S. constituencies
in the Caribbean to foster USG objectives, including the
promotion of democracy, improving security (including
counter-narcotics and anti-terrorism goals),and economic
development and trade promotion.
3. The GODR has declared a national emergency and requested
that the USG provide: (i) humanitarian supplies to address
the needs of 62,000 displaced persons, and (ii) airlift to
deliver supplies to dozens of communities which are not
accessible by road. Commercial and contract lift support is
unavailable or is insufficient.
4. The Regional Director of USAID's Office of Foreign
Disaster Assistance (OFDA) endorses an immediate emergency
response by U.S. Southern Command under the "life and limb"
provision. A more detailed assessment and possible request
for continued assistance will be sent Septel as soon as
possible.
