1. On June 7, 2006, U.S. Marshals returned William Ricardo
Morales Alvarez to the United States to stand trial in the
State of New York (County of New York) for murder (2nd
degree),as detailed in indictment number 1899-03, filed on
April 17, 2003. As laid out in the indictment, Morales shot
to death Jaime Perez after the latter developed a
relationship with Morales' ex-wife. Morales allegedly shot
Perez 4 times, including when Perez was fleeing, with the
last shot coming when Perez was prone and pleading for his
life.
2. This case was brought before the Dominican government on
April 23, 2007, by virtue of an Embassy diplomatic note.
Shortly afterward, on May 29, 2007, the Criminal Chamber of
the Dominican Supreme Court issued a provisional arrest
warrant based on the USG request for extradition.
3. Morales was apprehended by Dominican authorities on May
30, 2007. A knowing, intelligent, and voluntary waiver of
his right to challenge extradition was executed before the
Criminal Chamber of the Dominican Supreme Court prior to his
return to the United States.
4. The return of Morales marks the 20th Dominican-national
fugitive returned through or in lieu of extradition
proceedings during CY-2007 (the 11th for FY-2007).
