BOARDING OFFICER COURSE

1. This is an action request. See paragraphs 2 and 3.
2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check, of the following Chilean candidate
who has been nominated for training in the U.S., pursuant to
the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.
3. The proposed training is the Boarding Officer Course,
which will take place at the Federal Law Enforcement Training
Center, Charleston, South Carolina, from May 24 - July 13,
2007. The name and identifying information of the proposed
candidate appear in the following format: Name, rank, unit,
date of birth, place of birth and national identification
number.
a. Jaime MUNOZ Rengifo, Lieutenant, Operations Officer,
Chilean Ship FF Blanco Encalada, Chilean Navy, 08 October
1972, Vina del Mar CHILE, 8.492.577-2
4. Embassy's ongoing investigation has not found credible
information that the candidate has been involved in gross
human rights violations.
