1. This is an action request. See paragraphs 2 and 3.
2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check, of the following Chilean candidate
who has been nominated for U.S.-funded training, pursuant to
the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.
3. The proposed training is the Command Sergeant Majors
Course, which will take place in Bogota, Colombia, March 16 -
May 11, 2007. The name and identifying information of the
proposed candidate appears in the following format: Name,
rank, unit, date of birth, place of birth and national
identification number.
a. Juan HERRERA Inostroza, Sergeant Major, Chilean Army, 7
May 1958, San Javier, CHILE, 7.963.168-k.
4. Embassy's ongoing investigation has not found credible
information that the candidate has been involved in gross
human rights violations.
