1. (C) MFA and MOD officials have both informally conveyed
to Post that, in response to a request from the Guatemalan
Defense Minister, Chile's Joint Center for Peacekeeping
Operations (CECOPAC) will send three trainers to Guatemala's
Conference of Central American Armed Forces (CFAC)
peacekeeping training facility from April 10 - 25. The
Chileans will reportedly teach a logistics course and assist
CFAC staff in designing and creating accounting procedures
for other courses.
2. (C) Comment: According to our contacts, Defense Minister
Blanlot has signed a letter to her Guatemalan counterpart
that would formalize the exchange. The letter has been
routed through the Guatemalan Embassy in Santiago, and the
GOC is awaiting GOG confirmation.
