COMBAT CASUALTY CARE COURSE
1. This is an action request. See paragraphs 2 and 3.
2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check, of the following Chilean candidates
who have been nominated for training in the U.S., pursuant to
the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.
3. The proposed training is the Combat Casualty Care Course
(C-4),which will take place at the U.S. Medical Department
Center and School, Ft. Sam Houston in Texas, 15-30 March,
2007. The name and identifying information of the proposed
candidates appear in the following format: Name, rank, unit,
date of birth, place of birth and national identification
number.
a. Claudia GONZALEZ Laraenas, Lieutenant, Armada de Chile
(Navy),21 May 1976, Concepcion, Chile, 13.103.713-9
b. Rodrigo ABARCA Gambaro, Commander, Armada de Chile

4. Embassy's ongoing investigation has not found credible
information that the candidates have been involved in gross
human rights violations.
