SUBJECT: EL SALVADOR SIGNS GSOMIA
On February 1, Foreign Minister Lainez signed the General
Security of Military Information Agreement (GSOMIA) for El
Salvador. After internal Embassy review, and consultations
with the Department, the Ambassador signed the agreement on
February 14. According to Article 23, Subsection A, "This
Agreement shall enter into force on the date of the last
signature." Thus, the GSOMIA is now considered in force.
One copy of the Agreement was returned to the MFA with a
diplomatic note that reads, "I have the honor to refer Your
Excellency to Diplomatic Note No. 281, dated July 25, 2006,
in which this Embassy proposed a bilateral treaty between
representatives of our two governments regarding security of
military information. I have signed the agreement, which is
attached to this diplomatic note. Accordingly, the agreement
is now considered in force as both parties have signed.
Accept Excellency, the renewed assurances of my highest and
most distinguised consideration /S/ Charles L. Glazer." The
other copy of the Agreement will be sent via unclassified
pouch to WHA/CEN who can then forward it to the appropriate
bureau in the Department.
