with Mauricio Ruiz, the MFA official responsible for vetting
candidacies to international organizations. Ruiz said that
he saw no obvious objections to El Salvador supporting Mr.
Carr's candidacy, but he will first need to discuss the issue
with the Salvadoran Red Cross.
