Post received June 29 a letter (text paragraph 3) from the Salvadoran Civil Aviation Authority dated June 22, 2007 in response to the first of four demarches on soliciting support for key U.S. positions in the 36th Session of the International Civil Aviation Organization (ICAO) General Assembly of all Members States that will be held at ICAO Headquarters in Montreal, Canada, September 18-28, ¶2007. ¶2. Post has faxed the original Spanish language letter to WHA/CEN. An informal translation of the letter from the Civil Aviation Authority follows. ¶3. Begin text: In reference to your note dated June 15, 2007 soliciting support for key U.S. positions in the 36th Session of the International Civil Aviation Organization (ICAO) General Assembly of all Members States that will be held at ICAO Headquarters in Montreal, Canada, September 18-28, 2007. In this respect, and after analyzing the information, this Civil Aviation Authority wishes to communicate the following: ¶1. Regarding ICAO's Universal Safety Oversight Audit Program (USOAP),this Authority supports the incorporation of safety risk analysis into the program. ¶2. Regarding Safety Oversight - Safety Enhancements, this Authority agrees that the systems should be institutionalized for the use of the CAST/ICAO definitions and taxonomy for the safety equipment for commercial aviation. ¶3. Regarding Safety Oversight - Technical Assistance, El Salvador as State Member of COCESNA, has ACSA's support to solve the deficiencies made by ICAO. At the same time, we would support any other cooperation agreement with other donor organizations for technical assistance projects identified by USP. ¶4. Regarding Air Navigation Systems - GPS-SPS/WAAS availability, El Salvador is aware that the United States of America provides free GPS-SPS and WAAS signals worldwide. ¶5. Regarding Universal Security Audit Program (USAP),we consider appropriate that that States providing assistance to other States should be encouraged to share information with ICAO and other appropriate States to avoid duplication of efforts. We also believe that ICAO should develop international harmonized standards and guide materials to improve security in the most efficient way. ¶6. Regarding Unmanned Aircraft Systems, we consider that it is necessary to accelerate the establishment of a frequency spectrum for UAS; ICAO should lead the effort in the next ITU meeting. ¶7. Finally, regarding halon Replacement, we consider that as halon is no longer available by international agreement because it is ozone depleting, it is important that a Resolution should be adopted to regulate that in new aircraft halon should be replaced.
