REF: STATE 054169 ¶1. Summary: This cable provides information on non-USG TCB related environmental funded projects in the CAFTA-DR region and how these relate to environmental themes. Information was received from the Central American Commission for Environment and Developments and includes ongoing projects. Regional Environmental Cooperation officially endorsed by the region's governments are carried out under the umbrella of CCAD using several different modalities described below. ¶2. Projects managed by CCAD directly. These projects are conducted and administered by CCAD: AECI/Araucaria Program Spain 1,660,000 Euros 2005-2008. 3 years. This project works in regional protected areas management, solid waste management, sustainable tourism, forestry and carbon fixation, technology transfer, and institutional capacity building. This project has synergies with USAID's regional watershed program, as well as the clean production activities managed through CCAD. Contact: magonzalez@sica.int. COSUDE Switzerland $933,333 2003-2007. 4 years. Institutional strengthening to improve the region's capacity to provide training in environmental policy and management, in order to increase the countries ability to efficiently and effectively enforce environmental legislation. This project has direct synergy with activities being conducted with 2006 CAFTA bilateral funding and USEPA. Contact: rrodriguez@sica.int. DANIDA Denmark $793,359 2007-2011. 5 years. Strengthen CCAD's capacity to implement the Regional Environment Plan for Central America (PARCA). The program will develop regional environmental policy instruments for pollution control and prevention and natural resource management. Contact: magonzalez@sica.int. IDB/GTZ Germany $650,000 2007-2010. 4 years. Establish the Regional node for PROMEBIO and ensure the sustainability of both the regional and country nodes. Contact: dlopez@sgsica.int. OAPN Spain 250,000 Euros 2007-2008. 2 years. Support for conservation efforts in the Gulf of Fonseca.
Equipment for conservation actions in the Mesoamerican Biological Corridor. Contact: dlopez@sgsica.int. ¶3. Projects managed by CCAD but with Funds controlled by other entities. These projects are managed by CCAD but administrative controls are handled by another entity: Ministry of Foreign Relations Finland 3,000,000 Euros 2006-2009. 4 years. Central American Alliance for Energy and Environment (second phase). Promote the use of renewable energy sources and clean production technologies in Central America. Increase rural poor access to energy. This project has a direct synergy with regional clean production activities being funded with FY06 CAFTA-DR money in CCAD. Contact: ogarcia@sica.int. Austrian Cooperation Austria $1,800,000 2007-2009. 3 years. Central American Alliance for Energy and Environment (second phase). World Bank $200,000 2007-2008. 2 years. Support the development of private sector clean development mechanisms in Honduras, Guatemala and El Salvador. Contact: msalaverria@sica.int. ¶4. Projects conducted in collaboration with other organizations. These projects are conducted in partnership between CCAD and other organizations: ASDI Switzerland (IUCN) $1,625,889 2005-2008. 3 years. Environmental Impact Assessment and Strategic Environmental Impact Assessment. Phase II. Governments, local governments, civil society and users use harmonized environmental impact assessment systems in an efficient and effective manner. Contact: magonzalez@sica.int. This project is coordinating with EPA and CCAD bilateral EA activities in El Salvador, Nicaragua and Guatemala to ensure resources are maximized. A coordination meeting is scheduled in Costa Rica in May. GEF/IDB Norway (COCATRAM) $11,100,000 2006-2011. 6 years. Improve pollution prevention and control from maritime transport in the principal ports, navigation routes and coastal and marine areas adjacent to the Gulf of Honduras. Improve national and bi-national management of the Heart of the Mesoamerican Biological Corridor, respecting traditional and ancestral rights of indigenous inhabitants. Contact: TBD. PREVDA/EEC (CEPREDENAC, CRRH) 20,000,000 Euros 2006-2010. 4 years. Institutional strengthening to consolidate the political integration of risk management. This project has an established relationship with the ongoing NASA project. Contact: secretaria@cepredenac.org. SIPDIS ¶5. Projects managed by other regional entities or global actors (endorsed by CCAD). These projects are conducted in the region by third parties with the endorsement of CCAD: AGACE/BMZ/PTB Germany 2,000,000 Euros June 2005-June 2009. Technical assistance to accredit regional laboratories. This project has synergy with some EPA activities. CCAD has taken the lead in coordinating this. Contact: niels.ferdinand@neb.de.
