(SBU) Poloff again followed up on reftel A demarche on May
31 to determine if the GOES had submitted its Annual Report
to the Immediate Central Contact for the Hague Code of
Conduct Against Ballistic Missile Proliferation (HCOC). MFA
Chief of Multilateral Affairs Mario Rivera reported that the
GOES had not submitted their report, though the MFA was
engaged on the issue. He reported that due to bureaucratic
delays, their Ministry of Defense had still not returned the
paperwork necessary for them to submit the report. He said
they were aware that HCOC meetings are currently taking
place, and hoped to submit their Annual Report by COB on May
31 or early on June 1, before the meetings adjourn.
