On April 25, Poloff sent talking points in reftel to Carlos
Cordero, head of the Disarmament, Terrorism, and Organized
Crime section within the Foreign Policy Division of the
Ministry of Foreign Affairs (MFA). Cordero replied that he
would forward these talking points to the MFA official in
Vienna who would represent Costa Rica in the PREPCOM I
meeting beginning on April 30. Cordero gave no indication of
the GOCR's position on PREPCOM I issues.
