Per diplomatic note No. DGPE/DOI-C/146-9-07 dated 09-07-2007, the GOCR has requested endorsement of its candidacy to the Postal Exploitation Council of the Universal Postal Union (UPU). The Council,s membership will be decided at the Naroibi UPU congress in August 2008. Costa Rica has been a member of the UPU since 1983 and is clearly aware of the mission and workings of the Council. ¶2. The GOCR has been advised that their endorsement request has been passed to the Department (faxed to WHA/CEN) and that it will be given due consideration. LANGDALE
