(C) Per reftel, the Ambassador encouraged Deputy Foreign
Minister Mohy al-Dhabbi, in a November 11 meeting, to push
within the ROYG for Ministerial-level representation at the
Paris Donors Conference. Al-Dhabbi asked if the Ambassador
was requesting Yemen attend the conference or provide a
monetary donation, or both. The Ambassador responded that
Yemen's presence at the conference was most important, but
that a financial contribution would also be very welcome.
Al-Dhabbi said that he also considered Yemeni representation
at the conference important and would raise the issue with
Prime Minister Mujawar and Foreign Minister al-Qirbi.
