1. (C) Poloff delivered Ref A and B demarches to Cesare
Bieller, MFA Office Director for Southeast Asia, on March 12
and March 2, respectively, urging Italy to support ASEAN and
U.S. initiatives focusing on reconciliation and respect for
human rights in Burma. March 14, Bieller responded that
Italy agreed ASEAN initiatives would be key to making
progress on Burma. He provided Ref A points to Gianni
Vernetti, MFA U/S for Asia, who was representing Italy at the
EU-ASEAN ministerial.
2. (C) In response to Ref B demarche, Bieller said Italy was
surprised by the results of the UNSC vote on the Burma
resolution, but that now it was clear China and Russia were
opposed to UNSC action. Italy continued to think the UNSC
was an appropriate venue for discussions on Burma, but
Bieller noted that the Chinese and Russian positions would
make it very difficult for the UNSC to return to the topic.
He indicated Italy wanted to be helpful on the appointment of
a new Special Envoy.
3. (C) Bieller said that Italy was reevaluating its Burma
policy after the UNSC vote. The GOI believed new steps
needed to be taken, and that a critical dialogue needed to
continue. According to Bieller, Italy was considering
hosting a conference on Burma (Ref C),with participation
from the Burmese regime. (Note: The GOI attempted to
organize a Burma conference last year, but the Burmese
leadership did not respond to Italy's invitation. The junta
still has not indicated a willingness to participate. End
note.)
