(C) Econoff discussed ref A proposal to modify MTCR controls
on cruise missiles and UAVs with Carmelo Barbarello, an MFA
official in the office responsible for arms exports and MTCR
issues. Barbarello reiterated GOI support for the proposal,
reported ref B, and assured Econoff the GOI will support the
USG proposal at the March MTCR Technical Experts Meeting
(TEM) in Oslo. Barbarello noted the December 21 DVC between
U.S. and Italian experts was especially helpful in answering
GOI questions about the U.S. proposal.
