DETECTION ARCHITECTURE GUIDELINES

1. (U) Poloff followed up on Reftel Non-Paper and invitation
with the Italian MFA Special Adviser on Nonproliferation
Finance and Acting Coordinator for the Global Initiative to
Combat Nuclear Terrorism, Gianluca Alberini, on December 18.
(Note: Alberini is slated to replace outgoing GI Coordinator
Antonio Catalano in the coming weeks. Post will inform the
Department when the official handover takes place). Alberini
said that ITALY is in broad agreement with the goals and
approach of the Global Nuclear Detection Architecture
Proposal, and believes that in order to achieve optimal
results, the architecture should:
-- take into account the existing European Union legal and
procedural framework governing nuclear materials, customs and
border controls, and law enforcement information sharing;
-- maintain sufficient flexibility to adapt to different
jurisdictions (e.g. common law versus continental legal
systems);
-- take into account existing international agreements so as
to better define the architecture's basis in international
law;
-- make every effort to preserve EU and international
principles of freedom of trade and free circulation of
persons.
2. (U) Alberini is organizing the Italian delegation to the
Washington Expert-Level Detection Architecture Conference on
January 22. He will be the point of contact for the
delegation, which will probably consist of 2-4 members. His
