1. (C) On October 22, Poloff spoke with Raimondo De Cardona,
Director of the MFA Balkans Office, to deliver reftel points.
De Cardona noted that FM D'Alema would travel to Belgrade on
October 23 to press Serbian leaders to use the period before
December 10 constructively to either find a mutually
acceptable solution for Kosovo's status or narrow points of
differences between the two sides. He will also encourage
Serbian leaders to move closer to the EU, but remind them of
their need to fulfill international obligations to the ICTY.
D'Alema will not speculate publicly or privately on what the
international community will do after December 10.
2. (C) De Cardona agreed with reftel points and said D'Alema
planned to encourage Serb participation in Kosovo's November
17 elections. D'Alema would also caution Belgrade's
leadership against holding alternate or parallel elections.
