1. (C) Emanuele Farruggia, Italian MFA Director for
Disarmament, Arms Control and Nonproliferation contacted
Poloff to follow up on our October 5 demarche opposing the
New Zealand Draft Resolution on the De-Alerting of Nuclear
Forces (Ref B). He said that he had been informed by the
Italian Mission in Geneva that the revised draft currently
being circulated had dropped the stipulation that warheads be
stored separately from their delivery vehicles and that the
Germans were leaning in favor of supporting it. If that is
the case, he said, the Italian PermRep at Geneva, Amb.
Trezza, is inclined to go along with the Germans unless there
is a strong push within the group of EU member states to
maintain consensus with the UK and France, who are expected
to oppose it. Poloff said that the U.S. would still oppose a
revised resolution on the grounds that we have already
undertaken many of the de-alerting measures proposed in the
resolution and that to do more would raise questions about
the effectiveness of our deterrent (Ref C). Farruggia said
he would stay in touch with the Embassy as the GOI position
developed.
