(C) Poloff delivered reftel points to Lorenzo Morini of the
North African Office of the MFA on May 15. Morini agreed
that the unanimous adoption of the April 30 MINURSO
resolution means the international community has a mandate to
move quickly on Morocco-Polisario talks. Morini believed Van
Walsum might try to delay talks in order to narrow the
differences between the two sides. Nevertheless, Italy
believes that the two parties should be compelled to begin
negotiations without preconditions and was prepared to offer
Van Walsum the option of hosting talks in Rome if it would
move the process forward.
