SECSTATE 50497 ¶B. SECSTATE 47346 ¶1. (SBU) Per ref a, in a 17 April meeting, Foreign Minister Prince Saud al Faisal reported to Iraq Special Coordinator Satterfield, Treasury Deputy Director Nugent, Charge D'Affaires Gfoeller, and ADCM Rundell that he would represent the Saudi government at the May 3 International Compact for Iraq (ICI) meeting. He did not provide specific information on debt relief or foreign assistance announcements Saudi Arabia planned to make at the meeting. ¶2. (U) Per ref b, on 16 April, CDA Gfoeller delivered a demarche and non-paper on the May 3 ICI meeting to the MFA's Director of the Western Department, Ambassador Khalid al-Jindan. Ambassador al-Jindan promised to pass the information to the appropriate Saudi authorities, but did not have any immediate comment. Post will work to provide further technical information regarding possible Saudi announcements on debt relief or development assistance to Iraq after April 21 when Ministry of Finance interlocutors return from the Spring IMF/World Bank meetings in Washington. ¶3. (U) Also on 16 April, Congen Jeddah Pol/Econ Chief Houssami delivered the ref B demarche and talking points to Islamic Development Bank Technical Advisor Aljomaih, in the office of IDB President Dr. Ahmed Mohammed Ali.
