(C) Latvian MFA U/S for bilateral issues Edgars Skuja told us
October 18 that Latvia responded to the Iranian request for a
visit by Deputy FM Jalili (reftel) by saying that was too
senior. The Latvians proposed instead a visit at the office
director level. The Latvians have had no response back from
the Iranian Embassy in Stockholm and Skuja does not expect
one. He feels that the Iranians were seeing if they could
get a high level visit and, being rejected, they will simply
bide their time and try again later. The Latvians do not
plan to follow up. Skuja expressed appreciation for the
Embassy's assistance in providing Washington thinking on such
a visit and that U.S. concerns were an important element in
rejecting the original Iranian offer.
