1. (C) PolEconOff delivered reftel points September 1 to
Sanita Krumina of the Nonproliferation and Arms Control
Division at the MFA. Krumina responded on September 7 that
the GOL was still clarifying with other EU states regarding
its position on any Israel-focused agenda item at the IAEA
General Conference. However, she stated that, if a specific
Israel-focused item is put on the agenda again this year,
Latvia would likely vote "no action"--as EU member states did
last year.
