(C) A/DCM presented reftel points to MFA U/S for bilateral
affairs Edgars Skuja on August 2, urging Latvia to use its
own transition experience as well as its EU membership to
support democratization and human rights in Azerbaijan.
Skuja, recalling that this was a key theme for FM Pabriks in
his April visit to Baku, agreed that this was important.
Developments related to press freedom were especially
worrying, he said, noting the murders of journalists. He
said that government in Baku is awash in oil money and
feeling confident, so coordinated approaches like this were
useful. Skuja said Latvia would look at how to use the EU
neighborhood action plan to address these issues.
