(C) DATT briefed the staff of MOD Slakteris prior to the
minister,s trip to Iraq on our request (ref A) for Latvia to
consider providing "middle ring" security for UNAMI. We know
that the issue was also discussed in the Minster,s May 18 -
20 visit to Iraq with UNAMI, Embassy Baghdad, General
Petraeus and others (ref B). DATT followed upon the
Minister,s return with CHOD BG Maklakovs and MOD State
Secretary Rinkevics. Both said that there would be no change

in Latvia,s previously announced plans for providing
training and staff billets in Iraq, but Latvia would not take
on the middle ring security mission. (Comment: Latvia has
never served in a UNPKO and continues to express its
preference to serve mainly in NATO or US-led operations. End
comment.)
