SUBJECT: LATVIA TO CONSIDER REQUEST TO JOIN GLOBAL
INITIATIVE TO COMBAT NUCLEAR TERRORISM
REF: STATE 21535
Classified By: Ambassador Catherine Todd Bailey for Reason 1.4(d)
(C) PolEconOff delivered reftel points March 5 to Andris
Pelss, Head of Nonproliferation and Arms Control Division at
the MFA, and Sanita Krumina, who works in the same division.
Pelss responded that the issue is something that Latvia would
have to consider seriously. He said the GOL had not
discussed such a possibility before, but that "personally I
think we would be really interested." He added that the
issue would have to go further up the chain of command for a
decision, but that he is "cautiously optimistic" the GOL
would want to join the Global Initiative to Combat Nuclear
Terrorism. Pelss promised to discuss the issue internally
and brief PolEconOff with the results.
