1. (C) On June 5, MFA Director-General for Bilateral Affairs
Youssef Amrani told the DCM he hoped that the upcoming U.S.
delegation traveling to Morocco to discuss the formation of
AFRICOM did not plan to request permission to base in
Morocco. Morocco does not want to host AFRICOM, he said,
adding "that decision has already been made." The DCM
responded that Principal Under Secretary of Defense for
Policy Ryan Henry and delegation did not plan to make such a
request, and instead was planning to brief Morocco on the
state of U.S. planning for command formation and seek
Moroccan feedback. Amrani said the GOM would welcome the
visit.
