1. (C) On November 16, MFA Chief of Staff Nasser Bourita
told Polcouns that the GOM supports and would co-sponsor and
vote for the UN resolution condemning rape as an instrument
to achieve political/military objectives if it appeared that
it would be adopted by consensus. If no consensus could be
attained on the resolution, the GOM would vote for it, but
would not co-sponsor. Morocco has been lobbying in favor of
the measure, but the response from sub-Saharan countries is
not encouraging.
2. (C) As a matter of principle, Bourita said, the GOM does
not co-sponsor any non-consensus UN resolutions.
