(SBU) Drawing from ref A, the invitation letter to Minister
Mohammed Boutaleb and reftel talking points were delivered to
Mouloud Ait Haddou, Secretary General, Ministry of Energy, on
August 24. In a phone conversation with econoff on August
31, Haddou said Minister Boutaleb would lead the Moroccan
delegation to the GNEP meeting on September 16, and that
Morocco would most likely sign the Statement of Principles at
the meeting. Haddou pledged to furnish the information for
the Moroccan delegation as requested in ref C.
