(S) Following are Embassy Rabat's comments on the Section 1206 FY07 proposals involving Morocco. ¶2. (S) Post supports the Maritime Security and Safety Information System (MSSIS) portion of the "African Maritime Security Capability and Capacity Improvements" proposal, as long as activities in Morocco are limited to: Mobile training and construction teams combined with regularly scheduled ship port visits installing towers, mounting Automated Identification Systems (AIS) sets and displays, loading software and performing 2-3 days of software system operator training. ¶3. (S) Post supports in principle the proposal to "Improve Partner National Military Intelligence," but requests that all related activities be closely vetted with post before implementation to help ensure clear communication of the proposal to the Government of Morocco and that activities in Morocco be limited to: Establishing a capability to develop training courses for Moroccan military intelligence organizations in the following areas: -- Techniques and procedures to collect, analyze, process, and report military intelligence on terror groups, entities, individuals, and collaborators. -- Procedures for exchanging intelligence on terror threats with other partner nations and the United States. -- Processes for regional cooperation and intelligence sharing.
