(C) In our view, the GOE would not consider military or other
contributions to the Iraq Coalition. As members of the
Non-Aligned Movement, the GOE supports positions contrary to
U.S. foreign policy in the Middle East. The GOE is publicly
and privately critical of U.S. policy and presence in Iraq.
GOE participation in peacekeeping is relatively new, low
level and to date exclusively focused on UN-backed missions
in Africa and Haiti (and paid for by other parties).
Finally, the GOE's resources are stretched thin to fulfill
campaign promises to boost domestic social spending.
