1. (SBU) Poloff delivered relevant points on U.S. UNGA Third
Committee country specific resolutions to Augusto Saa, MFA
Director General of Multilateral Affairs, on December 14,
2007.
2. (C) Saa first reiterated a previous MFA statement
(reftel) that Ecuador is a strong proponent of the protection
of human rights, and that Ecuador's voting reflects its
position that country-specific issues on human rights should
be handled by the UN Human Rights Council (UNHRC).
3. (C) Saa said that Ecuador would abstain on all four
country resolutions, including Belarus. During a previous
demarche (reftel),the MFA indicated that it may vote yes on
Belarus, but ended up voting no to the no action motion, and
then were absent during the Belarus specific vote.
