1. (SBU) Poloff delivered relevant points on U.S. UNGA Third
Committee country specific resolutions to MFA's Multilateral
Affairs Directorate on November 16, 2007. We received a
response on November 20 from Lourdes Puma, MFA Director
General of Multilateral Affairs.
2. (C) Puma first stated that Ecuador is a strong proponent
of the protection of human rights. She said that Ecuador's
voting reflects its position that country-specific issues on
human rights should be handled by the UN Human Rights Council
(UNHRC),and that when raised in the UNGA Third Committee the
issues tend to be "politicized." Poloff pointed out that the
UNHRC does not preclude addressing the issues in the UNGA
Third Committee and that it sometimes does not deal with
certain human rights issues.
3. (C) Puma said that Ecuador would abstain on Belarus, is
likely also to abstain on North Korea and Burma, and is still
undecided on Iran, noting that the GOE was still studying the
resolutions. Poloff stressed the importance of not blocking
debate or the vote on the resolutions via a no-action motion.
Puma stated that the GOE has specific concerns with these
resolutions, suggesting that they sometimes go beyond the
issue of human rights, but was unable to refer to specific,
problematic language within any of the resolutions.
