1. (U) This is an action request. Please see paragraph 3.
2. (SBU) USOP concurs with ISN/ECC's selection and assignment
of Robert Burright to the position of Export Control and
Related Border Security (EXBS) program advisor in Kosovo.
USOP also concurs with the plan to hire Burright as a
personal services contractor on a temporary/intermittent
basis for four 30-day TDYs per year, the first one commencing
on or about August 5, 2007.
3. (SBU) Prior to Mr. Burright's appointment, ISN/ECC should
work with USOP Management Officer Bob Ruehle to resolve all
housing, personnel and ICASS services questions raised by
referenced e-mail. Once ISN/ECC agrees to the proposed ICASS
charges, it should send funds to post and sign the ICASS
invoices as soon as possible to avoid any delay in procuring
office space and hiring a local EXBS assistant. USOP would
also appreciate a copy of the position description for the
locally-engaged staff member so we can begin to compete the
position and identify candidates for the EXBS advisor to
interview when he arrives in August.
4. (U) USOP appreciates ISN/ECC's continued support and looks
forward to launching an EXBS program in Kosovo. USOP point
