(C) Per reftel, talking points regarding signature of the Nuclear Energy R&D agreement were delivered by econoff to Department of Minerals and Energy (DME) Nuclear Chief Tseliso Maqubela February 5. Econoff provided Maqubela with a blank copy of the agreement and sample copies of Nuclear Safegaurds R&D agreements signed with other countries. Maqubela said that the DME point-of-contact for signature on the Nuclear Energy R&D agreement is DME's Director of International Coordination Ms. Sylvia Mathebula. Maqubela said that he would advise Mathebula that the agreement is ready for signature. ¶2. (U) Talking points will be delivered to Department of Foreign Affairs Michael Colmbrink as soon as possible. ¶3. (U) Maqubela requested U.S. Department of Energy assistance with energy modeling and suggested a broad-based cooperative energy agreement between the two countries (septel). BOST
